International College of Cosmetology was established in July 1999 and was called "World Vision College of Cosmetology II". In April 2000, the new name became International College of Cosmetology because of the diverse group of students that the school holds; however, it is still operated under the same management. As the 1st and only Vietnamese- American school of cosmetology in Oakland, California, it is one of a leader in the cosmetology that can fulfill your goals in all aspects, such as make-up, nails, skin, cosmetology, and instructor training. The instructors at ICOC have many years of experience, leadership, as well as salon owners field. Thus, thousands of students are enrolled and graduated annually at ICOC.

Since May of 2006, we had opened a new location in San Francisco at 1224 Polk Street, San Francisco, California 94109. The school is accessible through San Francisco County public transit #49, 31, 27, 19, 9 and 38 and is near Civic Center Bart Station. There is over 3,300 square feet of facility and equipment at International College of Cosmetology II. The school is the ideal trainning center, designed to provide the best environment for learning the carreer of cosmetology.

In March of 2008, we will be having a grand opening of our Vietnam location in the city of Da Nang, Central of VietNam (16 Phan Dang Luu, Q. Hai Chau - TP. Da Nang, VietNam.) This location is over 38,000 square feet with dormitory for boarding students. We will be using teaching materials, syllabuses as same as the materials that we are currently using in our other two locations in California, USA. Each graduate student will receive a certification that will be applicable both in America and VietNam, provided that the student meets all of the requirements from the state that the student applies for employment.

ICOC has been awarded "The National's Original 26th Annual Best of the Bay," as "Best Bargain Makeover, The International College of Cosmetology" by The San Francisco Bay Guardian (July 26-Aug.1,2000, Vol. 34. No. 43). In addition, ICOC was appeared on San Francisco Chronicle newspapers written by Joan Ryan whom personally visited and interviewed Mr. Luong - Founder & Director of Operations . (Opinon, Tuesday, March 6th, 2001).
